The Way To Work Jobs Program

  • Philadelphia is creating 5,000 new jobs for adults.
  • $330 million was made available to Pennsylvania from the federal government stimulus program, the TANF Emergency Fund.
  • It will create up to 20,000 jobs for adults and summer youth state wide. 
  • In Philadelphia the Philadelphia Workforce Development Corporation and the Philadelphia Workforce Investment Board applied for the funds from the state.
  • People apply for the jobs at the Career Links in Philadelphia or through their EARN center if they are on assistance.
  • Jobs will be in private companies, city government, non-profit organizations.
  • All wages will be paid for out of the Way to Work program. 
  • Jobs can pay up to $13/hour.
  • Priority goes to TANF (welfare) recipients and people not on welfare with minor children. 
  • Income must be below 235% of poverty ($25,450 for a single person).
  • Employers can get applications for Way to Work slots from the Department of Labor and Industry.  They should visit www.paworkforce.state.pa.us or call 1-866-858-2753.
  • Funding for the program ends on September 30, 2010 as of now.
  • There are efforts in Congress to extend the program for at least another year.

Way to Work CareerLink Eligibility Requirements

  1. You receive TANF or
  2. You are at 235% of poverty guideline and have a dependent who lives with your (custodial parent) or with another parent or guardian (non custodial parent) or
  3. You are between the ages of 18 and 24, live in a household with dependent children and that household income is 235% of the poverty guideline

In addition to the documents participants submit to show proof of Date of Birth, Residence, Social Security Number, Citizenship/Right to Work and Income we will need to collect the following:

Proof of dependents or non-dependent children under 18 years old

  • Birth certificates of children under 18 years old or
  • CIS printout or
  • Non-custodial parent court letter that includes children’s names and birthdates

Proof of Household Income at 235% of Poverty Guideline

  • UC printout
  • CIS report
  • SSI or SSD award letter
  • Workman’s Compensation Award Letter
  • Pay stubs
  • Child Support Award Letters
  • Pension Statement
  • Letter from a Shelter
  • Bank Statements
